1.
The Kerala
Institute of Labour and Employment
established at the initiative of the State Government
as a registered society under the Travancore
Cochin Literacy and Charitable Society Registration
Act 1955 on 4th February 1978.
2. The first
meeting of the General Council
was held on 25th September 1978 at the Durbar
Hall, Secretariat Thiruvananthapuram.
3. The Institute made a big
stride in successfully publishing a monthly
bulletin viz. KILE
NEWS starting with February
1982. The first release was held in the 4th
General Body Meeting (1982 February 15) at the
Secretariat new conference hall by the then
Hon’ble Minister for Labour Sri. K. Sivadasan.
The magazine incorporated articles on labour
statistics, important events, amendments in
labour legislations, details of industrial disputes,
trade union membership etc.
4. The first memorial lecture
to honor the veteran trade union and
known parliamentarian Late Sri.N.Sreekantan
Nair was held on his first death anniversary
ie on 20th July 1984 at Thiruvananthapuram.
Dr. Malcolm, S. Adiseshaiah the former vice
chancellor of University of Madras and chairman
of Kerala University Grants Commission delivered
the memorial lecture on “Labour and Indian
economy”.
5. The Second Sreekantan
Nair memorial lecture was held on 20th
August 1984 at VJT hall, Thiruvananthapuram
Padmabhushan Thakazhi Sivasankarapillai delivered
the memorial lecture.
6. The third Sreekantan
Nair memorial lecture was held on 18th
August 1986 famous Gandian Dr. G. Ramachandran
delivered the memorial lecture.
7. For the first time the Institute
conducted a collaborative training programme
with the Tamil Nadu Institute of labour studies
– two days seminar on handling disciplinary
cases for Personnel managers and Senior managers
of industrial undertakings in Kerala
and Tamil Nadu on 27th May 1988 at
Kumily.
8. In connection with the
75th Anniversary of International Labour Organisation
(ILO) an essay contest and a photo
competition was conducted in the year 1994-95.
9. A symposium on “Labour
Department Yesterday, Today and Tomorrow
was held on 31st December 1990 on occasion of
the Golden Jubilee celebrations of the Labour
Department.
10. The General Body
meeting of the Institute, presided
over by the Hon’ble Minister for labour
on 14.5.1999 resolved to prepare an Inspection
Manual for the use of enforcement officers of
labour department. This decision was taken as
per the labour commissionerate since there was
no uniform pattern of enforcement of Labour
Laws. The Institute constituted a committee
for the purpose and prepared the manual for
the use of the labour department.
11. Government authorized
the Institute KILE vide order
No.16591/C2/98/Labour dated 19.12.1999 to conduct
a scientific study on the request of Labour
Commissioner to create the posts of District
Labour Officer(E) in Pathanamthitta, Idukki
and Wayanad districts. A study team of Sri.
N. Kuttappan and Dr. A.K. Srihari (Fellows of
the Institute) conducted a detailed and scientific
study on the matter and submitted the report
to Government.
12. A programme was arranged
by the Institute at Government Guest House Thiruvananthapuram
on 27th June 2001 to release the 15
compact discs cassettes containing
the reminiscences 180 trade union leaders
of Kerala and a photo album containing
their photos with the address inscribed on it.
This programme was conducted as a part of the
on going research project of the Institute“The
History of Trade Union Movement of Kerala”
by Dr.K. Ramachandran Nair, leading Economist,
Former Head of department of Economics, University
of Kerala and Member of the Executive Council
of the Institute.
13. Two days National
Seminar on working of Welfare Fund Schemes in
Kerala was conducted on 23rd and 24th
august 2001 at Ernakulam in collaboration with
Second National Labour Commission. 64 participants
from all over India participated in the programme.
The programme was funded by National Labour
Commission.
14. A National level workshop
on “Social Security Challenges in the
context of the recommendations of the Second
National Commission on Labour”
was conducted by the Institute jointly with
the labour department of Government of Kerala
and Social Security Association of India on
19th and 20th October 2002 at Thiruvananthapuram.
15. The Institute is privileged
to receive an ILO delegation headed
by Mr. Von Richthofen, Senior Specialist on
labour inspection, ILO Office Geneva with Mr.
A. Sivananthiran, Senior Specialist on Industrial
Relations ILO South Asia Multi disciplinary
Advisory Team, New Delhi and Mr. Bernad Triechel,
Specialist on Labour Inspection ILO Office Geneva.
ILO in collaboration with the Institute, conducted
2 workshops for the officers of labour department
and 6 dialogues with employers, employees and
with the officers of the labour department in
Kerala.
16. During the year 2002-2003
the Institute made a special drive to complete
the 12 research projects which
were originated in 1998 and the reports
were finalized.
17. Another important achievement
of the Institute is its prestigious
study on ‘History
of Trade Union Movement in Kerala’
conducted by Dr. K. Ramachandran Nair.
The study report with 950 pages was finalized
during 2002-2003. The research report brings
the developments in the social, political and
trade union history of the state.
18. The Institute in collaboration
with the Labour Department of Government of
Kerala and Social Security Association of India
conducted the National Seminar on “Social
Protection of fish processing workers”
at Cochin on 10th and 11th October 2003. Senior
officials from various State Governments, representatives
or organizations of employers, workers and non
Governmental organizations numbering 96 functioning
among Fish Processing Workers attended the Seminar.
The seminar was conducted to work out an action
plan including an administrative and legal frame
work for providing social protection to the
workers in this sector which includes a substantial
percentage of female workers.
19. The Institute organized
a day’s workshop on “Unorganized
Sector Workers Bill 2003”
in collaboration with SEWA (Self Employed
Women’s Association) on 27th November
2003 at the Animation Centre, Vellayambalam,
Thiruvananthapuram. This workshop was attended
by 52 delegates representing voluntary organizations,
trade unions, officers of various Labour Welfare
Boards, researchers, academicians and officials
of Labour Department.
20. A National Workshop
was conducted in collaboration with FES, India
office (Frederic Ebert Stiftung – a German
foundation) on 12th and 13th December 2003 at
Kochi on the “Initiatives
in the Unorganised Sector for Labour Security”.
This workshop was attended by 62 delegates representing
labour Department Officers and Officials, Trade
Union leaders, Non-voluntary organizations,
Executives of various Welfare Boards, academicians
and researchers from Kerala and from other states.
21. The Institute for the first
time in collaboration with VV.Giri National
Labour Institute, Noida conducted a
workshop on New Directions in Labour Administration
on 22nd and 24th November 2004 at Thiruvananthapuram.
22. National Seminar
on “Long term Social
Security Schemes for the Fishermen/Women in
the wake of tsunami Catastrophe”
was held at Kochi on 3rd and 4th June
2005. This programme was attended by delegtes
from all over India including Central and State
Government Officers, NGO,s, Trade Union Representatives,
and Academicians. This was jointly conducted
in association with Labour Department of Government
of Kerala and India Office of FES.
23. The Workshop on
‘Labour Welfare Fund Administration in
Kerala – An Analysis Future Plans’
was held on 8th and 9th August 2005 at Thiruvananthapuram
with a view to revamp the working of Labour
Welfare Fund Schemes in Kerala. Based on the
findings a repeat workshop was also held on
the subject on 20th January 2006 at Thiruvananthapuram.
24. The
Seminar on
“Development of Kerala – The role
of Trade Unions” held
on 28th January 2006 at Avenue Centre, Ernakulam
was attended by veterans in the field of National
Trade Union Movement, leaders of the various
central trade union organizations from all over
India, Stalwarts from the Management sector
and Government, Ministers and MLA’s of
Kerala were also participated in the seminar.
25. A workshop on
“Traditional Industries-Problems and Remedies”
on 2nd March was held 2006 at Hotel Sudersan,
Kollam. Leaders of various trade union organization
of Kollam District participated in the workshop.
26. The research report
on “History of Trade
Union Movement in Kerala” prepared
by Dr.K.Ramachandran Nair economist and former
Head of Economic Department, University of Kerala
and former Executive Council member of the Institute
was released.
27. “Kerala
Labour Challenges and Responses” the
publication of the Institute incorporating
the outcome of the Seminars and workshops held
by the Institute during the year 2005-2006 was
released by the Hon’ble Minister for Labour
and Excise Sri.P.K. Gurudasan on 24th August
2006.
28. The state level inauguration
of the training programme on
the Right to Information Act 2005 for
the District Information Officers and Assistant
Information Officers of the Labour, Employment
and Training Departments was held on 24th August
2006 at Harmony Mascot Hotel Thiruvananthapuram.
29. Sri. P.K. Gurudasan,
Hon’ble Minister for Labour and Excise
inaugurated the Workshop on The Right
to Information Act 2005 for the trade Union
Leaders to be held throughout Kerala on 30th
July 2007 at Harmony, Mascot Hotel, Thiruvananthapuram.
The first programme meant for the trade union
leaders in Thiruvananthapuram District was held
on the same day.
30. KILE has planned a series
of lectures on topics of current relevance
by eminent personalities in commemoration of
veteran trade union leaders. The first of the
series devoted to late Sri. N. Sreekantan Nair
was conducted on 7th September 2007 at Hotel
Residency Tower, Thiruvananthapuram. Sri. Elamaram
Kareem, the Hon’ble Minister for Industries
inaugurated the series. Pro. T.J. Chandrachoodan
was the Chief guest.The lecture on “State
Level Labour Reforms” was delivered by
Dr. C.S. Venkata Rathnam, Director, International
Management Institute, New Delhi.
31. One day Workshop for the Trade Union
Leaders of Kollam District on The Right
to Information Act 2005 was held on 22nd October
2007 at Hotel Sudersan Kollam. Sri. N.K. Premachandran,
Hon’ble Minister for Water Resources inaugurated
the workshop.
32. A residential training
programme in collaboration with V.V.Giri National
Labour Institute (VVGNLI) Noida, on
“Effective Labour Law Enforcement”
for the Senior Officers of Labour
Department was held from 1st to 3rd November
2007 at Gaanam Hotels, Ernakulam.
33. In connection with the
International Migrant Workers Day on December
18th the Institute conducted one day
seminar on Migrant Labour and their Problems
on the same day at Government Guest
House, Thycaud, Thiruvananthapuram. Sri. P.K.
Gurudasan, Hon’ble Minister for Labour
and Excise inaugurated the programme presided
over by Adv. A. Sampath EX.MP Chairman of the
Institute. Dr. Mridul Eappen Planning Board
was the Chief Guest of the Programme and presented
paper on Migrant Workers and their problems.

Association of Travel Agents presented paper
on different aspects of Migrant Labour. 120
participants attended the programme.
34. For the first time KILE in collaboration
with V.V.Giri National Labour Institute conducted
three day’s training programme (residential)
for the trade union leaders of Kerala from 27th
to 29th December 2007 at Hotel Highland, Thiruvananthapuram
on Leadership Development. Sri. V.K.Trivedi,
Fellow, V.V.G.N.L.I was the co-ordinator of
the programme. Dr. S.K.Sasikumar, Fellow, V.V.G.N.L.I.
was another resource person. 35 Trade Union
Leaders underwent training. Worshipful Speaker
of Kerala Legislative Assembly Sri.K.Radhakrishnan
was the Chief Guest for the valedictory function
and distributed the certificates to the participants.
